**Core Responsibilities:**
- Facilitate health promotion and educational initiatives, including but not limited to tobacco awareness programs, tobacco cessation counseling aligned with the MTF tobacco cessation framework, as well as nutrition education and obesity management sessions.
- Design and implement targeted population-based health programs for high-risk demographics, utilizing both group and individualized counseling methodologies.
- Strategically plan and execute health education initiatives as outlined in the Task Order (TO).
- Carry out administrative tasks involving the maintenance of statistical records concerning workload and conducting data entry and analysis to evaluate patient outcomes. - Curate and manage educational resources to reinforce health promotion and educational efforts.
**Schedule:**
- Operating hours are Monday through Friday, from 0600 to 1600, with shift lengths of 8, 9, or 10 hours based on departmental demands. - No holiday or weekend work commitments.
**Minimum Qualifications:**

**Education:** A master’s degree in relevant fields such as Health Promotion, Health Policy, Public Health, or Community Health is preferred. A nursing degree accompanied by Master’s level training in nursing administration or nursing education may also be acceptable. -
**Experience:** A minimum of three years of applicable experience in implementing health promotion programs is required. -
**Security:** Ability to successfully pass a government background check/security clearance is mandatory. - **Licensure:** Must hold a relevant professional license or certification (e.g., LCSW, RN, CHES). -
**Life Support Certification:** Current certification as an AHA or ARC Basic Life Support (BLS) Healthcare Provider is necessary.
**Specific Qualifications for Program Manager/Senior Strategist:**
- In-depth understanding of the military health system.
- Exceptional verbal and written communication abilities. The contractor must communicate clearly to ensure comprehension among patients and staff, particularly within multiple Department of Defense (DoD) and Veterans Affairs (VA) healthcare frameworks.
- Strong interpersonal skills and social awareness to effectively engage with a diverse patient base and multidisciplinary staff.
- Ability to confidently present to senior military medical professionals.
- Capable of working autonomously while also collaborating effectively within a myriad of clinical and health & wellness environments, requiring minimal oversight. - Proven ability to cultivate productive working relationships with command stakeholders.
- Skill in conducting comprehensive needs assessments that integrate and analyze diverse data sources to delineate target populations and devise effective health interventions. - Competence in applying health behavior theories to inform strategic health planning.
**Position-Specific Desired Skills:**
- Insight into staffing protocols within military healthcare settings, familiarity with both formal and informal hierarchies, military ranks, and established customs and courtesies.
- Educational background or practical experience in public health and/or health policy is advantageous. - Understanding of the Navy’s community culture is preferred.
- When educational and certification credentials intersect with labor classifications, the Contracting Officer's Representative (COR), coordinating with the Contracting Officer (CO), must institute a review mechanism for contractor personnel to ensure compliance with labor category stipulations.
