Title: Sr. Network Engineer/Architect

Location: Sacramento, CA (Onsite)

Duration: 12 months (Extension Possible)

Background

The California Department of Technology (CDT) requires a specialized consulting services to assist CDT Data Center with technical and business strategic planning for the Office of Technology Services (OTech) telecommunications systems and network services. Infrastructure Services is responsible for setting strategic direction and policy to manage the support of a multi-vendor, multi-platform, computing environment of hardware and software that support programs for approximately 450 customers under the State of California Executive Branch, as well as 58 counties and network connectivity to more than 2000 sites throughout California. The CDT computing environment is required to be accessible to all customer departments and other individuals connected to our network on a 24 x 7 basis. The Telecom/Network is a vital component to the success of CDT meeting its strategic and tactical plans.

Currently, the Enterprise Network Branch has a significantly higher than normal workload(which includes the critical Software Defined Wide Area Network (SD-WAN) implementation, redesign of the data center network using IP fabric, implementation of the Internet refresh and redesign project, implementation of network automation, and several other significant infrastructure projects) and insufficient qualified staff to meet expected project deadlines. Critical services are at risk, and CDT customers may be negatively impacted and escalations may increase.

Purpose:

The Contractor agrees to provide the California Department of Technology, Office of Technology Services (OTech) with, specialized consulting services to assist CDT Data Center staff with technical and business strategic planning for the OTech telecommunications systems and network services. The Consultants will also assist with the review and recommendations regarding various data center architectural topics including evaluation, planning and deployment strategies of network services and new product offerings.

Contractor Qualifications:

The Contractor shall provide a qualified consultants who meets the qualifications described below. Staff Experience Worksheet and resume must validate that the proposed consultant meets the mandatory qualifications. Candidate r sum s must show minimum of three (3) years relevant experience, knowledge, skills, and abilities in the following areas, including, but not limited to:

Mandatory Qualifications - Must show a minimum of three (3) years of experience:

1. Professional experience configuring and trouble-shooting Juniper and Cisco routers, switches and firewall.

2. Professional experience configuring and trouble-shooting VMwareNSX and its use within the data center context.

3. Professional experience configuring and trouble-shooting Fortinet firewall implementations.

4. Experience with Data Center architectural design, network deployment planning and network equipment installation.

5. Experience with advanced network troubleshooting, architecture and design.

6. Professional experience configuring and troubleshooting with several open standard routing protocols, such as RIPv2, IS-IS,OSPF, and BGPv4;

7. Installation and maintenance of Cisco Internetwork Operating Systems and Juniper Junos OS.

8. Documentation of network modifications /or troubleshooting process changes.

9. Analysis and design of network alternatives.

10. Experience with wireless, VoIP, QoS and MPLS technologies.

11. Experience in evaluation, deployment and management of managed services.

12. Testing and verification of a conceptual lab capable of supporting MPLS, QoS, encryption, IPSEC, and content load balancing (ACE modules);

13. Experience leading an installation team.

14. Working knowledge of industry standards and Project Management Institute(PMI).

Contractor Responsibilities:

A. Provide its own equipment necessary to perform the required duties.

B. Designate a primary contact person to whom all project communications may be addressed and who has the authority to act on all aspects of the services.

C. Require each Contractor employee to report to the Network Engineering Section Manager of the Enterprise Network Branch within Infrastructure Services, who will be responsible for directing and approving all work.

D. Notify CDT, in writing, within five (5) calendar days of any changes in the personnel assigned to the project tasks/deliverables by completing a Personnel Change Order Request form, Exhibit A-3, with attached resume and staff experience worksheet.

E. Require personnel to perform their duties on any of the premises of CDT facilities located within the greater Sacramento area during regular State business hours and at all other times as required to successfully provide the services described in this SOW.

F. Adhere to CDT policies and procedures, guidelines and templates including access and security requirements.
