The Position:

The Resource Mobilization Analyst is a key player in the Public Financing and Funding Branch (PFFB) of the Division of External Relations (DER) at UNFPA headquarters in New York. In coordination with the North America Representational Office in Washington, you will create and maintain relevant research/ analysis/ products for resource mobilization purposes, visibility of and outreach to specific Member States of the United Nations. Under the overall guidance of the Chief of PFFB, you will report directly to the Humanitarian Financing and Partnerships Specialist in the Public Funding and Financing Branch. 

The post will play a key role in tracking and analysing humanitarian funding trends, supporting donor engagement around appeals such as the Humanitarian Action Overview (HAO), and strengthening the Branch's outreach to public-sector partners contributing to UNFPA's humanitarian response.

Job Purpose:

In a global organization where many of our people are based in challenging environments, you will play a vital role in resource mobilization, visibility, and ensuring the smooth management of core and humanitarian grants from specific Member States of the United Nations.

 

You would be responsible for:

  A. Creation and maintenance of relevant research, analysis and products for resource mobilization purposes

  • Conduct research and analysis pertaining to specific horizontal themes, trends, or Member States of the United Nations policy objectives on behalf of the Public Funding and Financing Branch and North American Representational Office
  • In line with skills and needs, serve as country/Regional resource mobilization focal point for primarily the USA, including a) regularly scan political, economic and social environments of specific Member States of the United Nations, c) flagging key moments relevant to UNFPA's work and fundraising; and c) draft and/or update the relevant information documents for key donors, including donor profiles; donor priority countries; areas of interest etc. 
  • Support analysis of humanitarian funding contributions, donor trends, and gaps to inform UNFPA's resource mobilization efforts for crisis-affected contexts.
  • Contribute inputs for humanitarian donor briefs, funding snapshots, appeals (including the HAO), and other products used for engagement with key Member States.
  • Monitor and analyse evolving Member State policies with potential implications for UNFPA's SRHR and humanitarian financing, and prepare evidence-based talking points and internal guidance to support senior leadership engagement.

B. Dissemination of rules and regulations for the effective spending and reporting on grants

  • Elaborate practical information about funding regulations and processes to all relevant UNFPA business units, incl. supporting development of systems to ensure robust compliance with partner requirements.
  • Answer questions from UNFPA business unit recipients regarding the management and spending of grants from specific Member States of the United Nations
  • Support relevant business units in preparing funding proposals and submitting spending reports
  • Help consolidate and communicate key donor requirements related to humanitarian grants, including spending flexibilities, visibility expectations, and compliance considerations.

C. Create, update and finalize visibility products for specific Member States of the United Nations; organize events around key moments

  • Create visibility products following protocols and guidance of each government for relevant grants
  • Update and finalize UNFPA's donor visibility profiles to be included in UNFPA's donor portal, with a view to increasing visibility/recognition efforts in coordination with the Media and Communications Branch
  • In coordination with The Public Funding and Financing Branch and North America Representational Office, organize events (online or in-person) around key moments to highlight partnership between UNFPA and specific Member States of the United Nations
  • Develop or update visibility and storytelling material highlighting the impact of humanitarian contributions, in coordination with HRD and the Media and Communications Branch.
  • Support organization of virtual or in-person engagements tied to humanitarian funding moments, including briefings for Member States around appeal launches and crisis-specific updates.

D. Support UNFPA PFFB in its day-to-day work as assigned by the Chief of the Branch. 

  • Provide routine analytical and coordination support to the Humanitarian Financing and Partnerships Specialist on donor outreach, tracking of humanitarian contributions, and follow-up with COs and HRD as required.

E. Carry out any other duties as may be required by UNFPA leadership. 

 

Qualifications and Experience: 

Education:

Advanced university degree in International Policy, Development, or related discipline.

 

Knowledge and Experience: 

  • Minimum of two years of relevant work experience, including experience working in UN resource mobilization;
  • Self-starter; able to work well without constant direction;
  • Strong organizational skills and attention to detail;
  • Strong knowledge of relevant software applications;
  • General knowledge of international development policies, international affairs, and knowledge of the UN system.
  • Experience working on humanitarian financing, appeals, or donor engagement in crisis contexts is an asset.

Languages: 

  • Strong written and verbal communications in English; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
