SUMMARY OF DUTIES:

Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration. The Senior Program Manager will play a critical role on Amtrak’s New York Penn Station Transformation team driving this effort forward.

 

The Senior Program Manager’s primary responsibilities will include advancing the project’s commercial strategy and driving required transactions and agreements to facilitate progression of the project following a progressive public-private partnership (P3) approach.

 

ESSENTIAL FUNCTIONS:

  • Shape Amtrak’s strategies for advancing the New York Penn Station Transformation project as a progressive public-private partnership (P3), particularly as pertains to required commercial agreements, negotiations, and transactions.
  • Conduct quantitative and qualitative analyses and support business case and modeling activities to inform project decisions and negotiation positions.
  • Develop project funding/financing strategies and oversee preparation of federal grant/loan applications.
  • Assist in drafting commercial agreements required to advance the project with the selected Master Developer for the project, as well as with other project partners and stakeholders.
  • Prepare and present briefings regarding project status and critical decisions for internal and external audiences.
  • Collaborate with and drive consensus among Amtrak advisors and departments across functions including Capital Delivery, Engineering, Real Estate, Law, and Finance on strategies and decisions relevant for the project.
  • Collaborate and drive to consensus on project agreements and decisions with Amtrak’s external project partners.

 

 

MINIMUM QUALIFICATIONS:

  • Must possess a Bachelor’s Degree in a relevant discipline, such as: Public Administration, Real Estate, Business, Economics, or Finance.
  • Must have at least 7 years of professional work experience in a relevant field.
  • Must have strong analytical and written and verbal communication skills and strong attention to detail.
  • Must have a strategic and critical thinking mindset with business acumen.
  • Must be a proactive professional, capable of independently driving and prioritizing work.
  • Must have strong interpersonal and meeting facilitation skills, with demonstrated ability to present to executive-level internal and external stakeholders and build consensus among diverse groups.
  • Must possess ability to effectively communicate complex ideas quickly and easily.
  • Must have demonstrated mastery of Microsoft Office Suite (i.e. Word, PowerPoint, Excel, SharePoint, etc.).
  • Must have genuine interest in transportation, infrastructure and/or real estate.

 

 

PREFERRED QUALIFICATIONS:

  • 7-10 years of experience in a relevant role or discipline.
  • Prior experience working in management consulting, real estate, and/or finance.
  • Prior experience working on high-profile projects and/or commercial transactions.
  • Graduate degree in a relevant discipline.

 

 

Work Environment:

The Senior Program Manager will be based in Amtrak’s offices at Moynihan Train Hall in Manhattan. The Senior Program Manager is expected to work in Amtrak’s office at 1 Penn Plaza at least 4 days per week.

The salary/hourly range is $135,800-$176,040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
